It is the follow-up to City Rush, although this time the setting is an underwater city rather than an above-ground one. The game's first level takes the player through a number of aquatic settings, including coral reefs, a submerged railway station, and dark, glowing tunnels.

Rawin created an animation for the level that shows how City Rush and Ocean Rush are related. Following the events of City Rush, the cartoon's main character escapes the train. The city crumbles as the main character reads a message that claims someone stole their map, causing him to plunge into the ocean below. A few fish welcome them, and one of them punches the main character as they go to the next level.
